To turn several phone photos into one PDF, open the free JPG to PDF converter in your phone's browser, tap Choose images, select the photos from your gallery, put them in order with the arrows, pick A4 and tap Create PDF. You get one PDF with a page per photo, saved to your Downloads. No app to install, no account, and the photos never leave your phone.
This is the go-to method for things like photographing a 6-page form, collecting all your receipts for a claim, sending handwritten notes to a classmate, or putting the front and back of an ID card into one file.
Before you start: take better photos
A few seconds here saves a lot of fiddling later:
- Shoot from straight above, with the page flat on a table. Angled shots make text slant and look smaller at the far end.
- Use daylight or a bright room, and avoid your own shadow across the page. Turn the flash off; it causes a shiny glare spot.
- Fill the frame with the page, leaving a little space around the edges.
- Put a dark surface under white paper. The edges stand out, which makes cropping easier.
- Photograph in page order. Your gallery shows newest first or last, but either way, photos taken in order are easier to pick in order.
Step by step on your phone
- Open the free JPG to PDF converter in Safari, Chrome or any mobile browser.
- Tap Choose images.
- iPhone: choose Photo Library, tap each photo you want, then tap Add (or Done). You can also choose Take Photo to shoot a page directly, one at a time.
- Android: a photo picker or file chooser opens. Tap to select several photos, then tap Select or Done. The exact screen depends on your phone.
- Check the numbered list. The order may not match the order you tapped, so look at the thumbnails. Use ↑ and ↓ to move a photo, and Remove to drop one you picked by mistake.
- Forgot a page? Tap Add more images. New photos go to the end of the list; move them up with the arrows.
- Under Page size, keep A4, already selected (or choose US Letter in the US and Canada).
- Under Margin, keep Small, also the default.
- Tap Create PDF, then Download PDF.
On iPhone the PDF lands in the Files app under Downloads; on Android, in your Downloads folder. From there, share it to WhatsApp, email or an upload form.
Why A4 is usually the right page size
Phone photos are usually 3:4 in shape, which is close to, but not exactly, the shape of A4 paper. With A4 and a small margin, each photo fills most of the page and the PDF prints and reads like a normal document. Landscape photos, such as a wide receipt or an ID card shot sideways, automatically get a landscape page.
Same as image makes every page exactly the shape of its photo. It's fine for viewing on a phone, but the pages can be huge if printed, and pages of different shapes look untidy in one document.
Keep the PDF a sensible size
Photos go into the PDF at full quality, so the PDF is roughly the size of all your photos together. Ten photos from a modern phone can make a 25-50 MB PDF, which many emails and portals won't accept.
To make it smaller, compress the photos first:
- Open the free image compressor and choose your photos (up to 20 at a time).
- Set Save as to JPG and the quality to about 70%.
- Download the compressed photos. Several images download together as a ZIP; on iPhone, tap the ZIP in Files to unpack it, and on Android open it in your Files app.
- In the JPG to PDF converter, tap Choose images and pick the compressed copies from Files (iPhone: choose Choose File or Browse rather than Photo Library).
The compressor can't open photos above about 16.7 megapixels (it says "too large for this device"). Photos from 12 MP cameras are fine, but the default 24 MP photos from recent iPhones (about 5712 × 4284) and 48-50 MP modes are over the limit. Shrink those first with the free image resizer, one photo at a time.
For a file that must fit a specific limit, such as an application portal, follow our guide to scanning documents for online forms. It covers cropping and resizing as well.
Common phone hiccups
A photo won't add. The converter takes JPG, PNG, WebP, GIF, BMP and AVIF. A file saved in another format, such as an HEIC photo copied into Files, may be refused. Convert it to JPG first, for example with HEIC to JPG (a Pro tool you can try free on one photo with a free account), then add it again. Also, a portrait photo above about 16.7 megapixels (the default 24 MP photos from recent iPhones, or 48-50 MP modes) can fail with "too large for this device", because the tool must turn it upright. Shrink it first with the free image resizer.
A page is sideways. The converter turns photos upright using the direction your camera recorded. If a page still comes out sideways, rotate it in the PDF with the free PDF rotator.
There's too much background. Crop the photo with the free image cropper before converting.
You already have some pages as PDFs. Make a PDF from your photos, then combine everything with the free PDF merger. See combining PDFs on iPhone and Android.
Why not a scanner app?
Scanner apps can straighten and crop pages automatically, which is handy. If you'd rather not install anything, the converter here is a web page: nothing to install, nothing uploaded, and the result is a plain PDF that opens anywhere. On a laptop, the desktop JPG to PDF guide covers the same tool with a mouse.
